Explanation: When a job is ready for submission, the presub thread adds it to the submission queue. If the queue is empty, a notification message is sent to the submission thread. The message is not sent.
Catastrophic is set. This causes the process SL to terminate.
Corrective Action: Check other messages in the log file, and contact BMC Software Customer Support.
