You must have a module named ACFRxxxx in an MVS Linklist library, where xxxx is the CDAM name (the AMNAME installation parameter). A sample module named ACFRCDAM is included in the IOA LOAD library. If the IOA LOAD library does not reside in the MVS Linklist, copy the ACFRCDAM module (with rename if needed) to a Linklist library. This is a dummy program that returns with 4 in Register 15 (a requirement of ACF2).
