Shout Facility

When a problem or delay occurs, Control-V can notify appropriate personnel through the "Shout" facility, which can send messages to a variety of destinations including the operator console, a TSO user, and the IOA Log file.

Control-V can issue a Shout message if an exception occurs when a mission is submitted or executed (for example, a mission completes much before or long after its anticipated execution time).
