Optional. FROM and TO must be in hhmm format (where hh is the hour and mm is the minute).
Example
2101 = 09:01 p.m.
0301 = 03:01 a.m.
TIME can be specified in the following ways:
TIME FROM hhmm TO
TIME FROM TO hhmm
TIME FROM hhmm TO hhmm
