Reserving Additional Space for LOADGLOBAL operations

When IOA executes an F CONTROLO,LOADGLOBAL=XAEdatabase command, or an F CTMCMEM,LOADGLOBAL=XAEdatabase command, it starts loading a fresh copy of the database contents. However, the old variable database contents apply up to the moment the database has been completely loaded, when it is possible to switch from the old variables to the new ones. This increases the space requirements, which means that during a LOADGLOBAL, twice the amount of space is required per loaded database. If you set LOADGLOBAL to ALL, twice the total space used is required.
